- Complying with all applicable international, federal, state, and local laws
- Cooperating fully with law enforcement authorities regarding illegal activities
- Continuously improving our safety systems and content moderation capabilities
2. Prohibited Content
The following categories of content are strictly prohibited on our platform. Any attempt to generate, distribute, or facilitate such content will result in immediate account termination and may be reported to law enforcement:
- Child Sexual Abuse Material (CSAM): Any content depicting, suggesting, or sexualizing minors
- Non-consensual intimate imagery: Deepfakes, revenge porn, or unauthorized sexual content
- Illegal pornography: Content violating obscenity laws or involving illegal sexual acts
- Violence and gore: Graphic violence, torture, mutilation, or glorification of suffering
- Terrorism and extremism: Content promoting, planning, or glorifying terrorist activities
- Illegal weapons: Instructions for creating bombs, illegal firearms, or WMDs
- Drugs and controlled substances: Synthesis guides, trafficking, or promotion of illegal drugs
- Human trafficking: Content facilitating exploitation, slavery, or forced labor
- Self-harm and suicide: Content encouraging, instructing, or glorifying self-injury
- Fraud and financial crimes: Scams, phishing, money laundering, or identity theft
3. Sexual & Adult Content
Strictly Prohibited:
- Child exploitation: Any sexualized content involving or depicting minors (under 18 years old), including but not limited to images, videos, text, or AI-generated content
- Non-consensual content: Deepfake pornography, revenge porn, upskirt images, hidden camera content, or any sexual content created or shared without explicit consent of all depicted individuals
- Sexual violence: Rape, sexual assault, abuse, coercion, or any non-consensual sexual acts
- Bestiality and zoophilia: Sexual content involving animals
- Incest: Sexual content depicting or promoting incestuous relationships
- Necrophilia: Sexual content involving deceased individuals
- Sex trafficking and prostitution: Content facilitating or promoting commercial sexual exploitation
- Obscene content: Content that violates community standards of decency or applicable obscenity laws
Additional Restrictions:
- Content depicting or promoting sexual acts in public spaces where such acts are illegal
- Sexually explicit content designed to deceive, manipulate, or harm others
- Sexual content involving public figures without consent (unauthorized deepfakes, face-swaps, etc.)
- Content that sexualizes individuals who appear underage, regardless of claimed age
We employ advanced AI detection systems, human review, and collaborate with organizations like the National Center for Missing & Exploited Children (NCMEC) and Internet Watch Foundation (IWF) to detect and report CSAM.
4. Violence & Harmful Activities
The following violent or harmful content is prohibited:
- Graphic violence: Realistic depictions of extreme violence, gore, dismemberment, or brutal deaths
- Mass violence planning: Content planning, promoting, or glorifying mass shootings, bombings, or attacks
- Terrorism: Content supporting, recruiting for, or instructing on terrorist activities or organizations
- Torture and cruelty: Content depicting or promoting torture, sadism, or extreme cruelty
- Dangerous organizations: Content recruiting for or promoting violent extremist groups
- Weapons manufacturing: Instructions for creating illegal weapons, explosives, or destructive devices
- Physical harm instructions: Guides to harming, poisoning, or killing others
- Animal cruelty: Content depicting or promoting animal abuse, torture, or illegal hunting
- Self-harm and suicide: Content encouraging, instructing, or glorifying self-injury or suicide
Note: Educational, documentary, artistic, or news content may be permitted if clearly contextualized and not gratuitously violent or harmful.
5. Illegal Activities & Content
Content facilitating, promoting, or instructing on illegal activities is strictly prohibited, including but not limited to:
- Drug-related content: Illegal drug synthesis, trafficking routes, distribution methods, or promotion of controlled substances
- Human trafficking: Content facilitating, recruiting for, or promoting human trafficking, slavery, or forced labor
- Financial crimes: Credit card fraud, identity theft, money laundering, tax evasion, or Ponzi schemes
- Cybercrime: Hacking tutorials, malware creation, unauthorized access methods, or DDoS attack tools
- Counterfeit goods: Guides to creating fake currency, documents, or branded products
- Piracy and theft: Content facilitating copyright infringement, software piracy, or theft
- Illegal gambling: Unlicensed gambling operations, rigged games, or underage gambling
- Regulatory violations: Content violating securities laws, export controls, or industry regulations
- Wildlife trafficking: Sale or trade of protected species or illegal wildlife products
Users must comply with all applicable laws in their jurisdiction and the jurisdiction where the Service operates.
6. Hate Speech & Discrimination
Content promoting hate, discrimination, or violence against individuals or groups based on protected characteristics is prohibited:
- Hate speech: Attacks, slurs, or dehumanizing language targeting race, ethnicity, national origin, religion, caste, sexual orientation, gender identity, disability, or serious disease
- Genocide and ethnic cleansing: Content denying, glorifying, or promoting genocide or crimes against humanity
- Supremacist ideologies: Content promoting white supremacy, Nazi ideology, or other supremacist movements
- Discriminatory practices: Content promoting segregation, discrimination, or denial of services based on protected characteristics
- Violent extremism: Content promoting violence against groups based on identity or beliefs
- Holocaust denial: Content denying or minimizing well-documented historical atrocities
- Anti-LGBTQ+ hate: Content promoting conversion therapy, violence, or discrimination against LGBTQ+ individuals
Exception: Educational or documentary content addressing historical hate speech or discrimination in proper context may be permitted.
7. Misinformation & Deceptive Content
Content designed to deceive, manipulate, or spread harmful misinformation is prohibited:
- Deepfakes and synthetic media: Realistic AI-generated audio, video, or images of real people without disclosure, especially public figures or private individuals
- Election interference: False information about voting procedures, poll locations, election results, or voter suppression
- Medical misinformation: False health claims, fake cures, anti-vaccine propaganda, or dangerous medical advice
- Crisis misinformation: False information during emergencies, natural disasters, or public health crises
- Financial scams: Pump-and-dump schemes, fake investment advice, or fraudulent financial products
- Impersonation: Pretending to be another person, organization, or authority without disclosure
- Manipulated media: Deceptively edited content that misrepresents reality
- Conspiracy theories: Harmful conspiracy theories that incite violence or deny established facts
AI-generated content must be clearly labeled as synthetic when depicting real people or events.
8. Privacy & Harassment
Content violating privacy rights or facilitating harassment is prohibited:
- Doxxing: Sharing or soliciting private personal information (addresses, phone numbers, SSNs, etc.) without consent
- Stalking and harassment: Content targeting individuals for harassment, intimidation, or abuse
- Cyberbullying: Coordinated harassment, shaming, or attacks on individuals, especially minors
- Threats and blackmail: Content threatening violence, harm, or extortion
- Swatting and false reports: False emergency reports intended to endanger individuals
- Unauthorized surveillance: Content from hidden cameras, spyware, or unauthorized monitoring
- Non-consensual sharing: Sharing private communications, images, or information without permission
9. Intellectual Property Violations
Users must respect intellectual property rights and not use the Service to:
- Copyright infringement: Reproduce, distribute, or create derivative works of copyrighted material without permission
- Trademark violations: Unauthorized use of trademarks, logos, or brand identities
- Counterfeiting: Creating or promoting counterfeit products or documents

10. Enforcement & Detection

- Pattern detection: Machine learning systems identifying attempts to circumvent safety measures

- Hash matching: PhotoDNA and similar technologies to detect known illegal content (CSAM, terrorist content)
Violations result in immediate action, including content removal, account suspension or termination, and law enforcement reporting where required.
11. User Responsibility & Liability
IMPORTANT: By using this Service, you acknowledge and agree that:
- Sole Responsibility: You are solely responsible for all content you generate, share, or distribute using the Service, including AI-generated outputs.
- Legal Compliance: You must ensure all generated content complies with applicable laws in your jurisdiction and the jurisdiction where content is distributed or viewed.
- Consent Requirements: You are responsible for obtaining all necessary permissions, licenses, and consents before generating content depicting real individuals or using copyrighted material.
- Age Verification: You represent that you are at least 18 years old (or the age of majority in your jurisdiction) to use AI generation features.
- Independent Judgment: You must exercise independent judgment and not rely on AI-generated content for legal, medical, financial, or other professional advice.
- Factual Accuracy: You are responsible for verifying the accuracy of AI-generated content before use, especially for factual claims or information.
- Indemnification: You agree to indemnify and hold harmless Veo3 API, its affiliates, officers, directors, employees, and agents from any claims, damages, losses, or expenses (including legal fees) arising from your use of the Service or violation of this Policy.
Violation of this Policy may result in civil and criminal liability. Users engaging in illegal activities will be reported to appropriate authorities and may face prosecution.
12. Platform Liability Disclaimer
Veo3 API is a technology platform and content hosting service. We:
- Do not create user-generated content: All AI-generated content is created by users through their inputs, prompts, and choices. We provide tools; users control the outputs.
- Are not liable for user content: We are not responsible for content created, shared, or distributed by users. Users bear full legal responsibility for their content.
- Operate as an intermediary: We facilitate AI generation services but do not endorse, verify, or assume responsibility for user-generated content.
- Remove content upon notice: We respond to valid legal notices (DMCA, court orders, etc.) and remove content that violates our policies.
- Cooperate with law enforcement: We comply with valid legal process and report illegal activities to appropriate authorities.
- Reserve the right to refuse service: We may suspend or terminate accounts that violate this Policy or our Terms of Service at our sole discretion.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, VEO3 API DISCLAIMS ALL LIABILITY FOR USER-GENERATED CONTENT, UNLAWFUL USE OF THE SERVICE, OR DAMAGES ARISING FROM PROHIBITED CONTENT. USERS INDEMNIFY AND HOLD HARMLESS VEO3 API FROM ALL CLAIMS RELATED TO THEIR CONTENT OR USE OF THE SERVICE.
We operate under applicable safe harbor provisions including Section 230 of the Communications Decency Act (USA), the E-Commerce Directive (EU), and similar laws protecting intermediary platforms from liability for user-generated content.
13. Law Enforcement Cooperation
Veo3 API cooperates fully with law enforcement and government agencies:
- CSAM Reporting: We report all suspected child sexual abuse material to the National Center for Missing & Exploited Children (NCMEC) and applicable authorities, as required by law.
- Terrorism Reporting: Terrorist content is reported to relevant authorities including the FBI, Europol, and Interpol.
- Legal Process Compliance: We respond to valid subpoenas, court orders, and legal requests for user data.
- Emergency Disclosures: In cases of imminent threat to life or safety, we may disclose information to law enforcement without process.
- Content Preservation: We preserve content and data pursuant to valid legal holds and preservation requests.
- International Cooperation: We work with international law enforcement through mutual legal assistance treaties (MLATs) and other frameworks.
Users have no expectation of privacy for illegal content. We will disclose information about users engaging in illegal activities to law enforcement authorities.

We review all reports promptly and take appropriate action. Reporters may remain anonymous, and we protect reporters from retaliation to the extent permitted by law.
15. Policy Updates
We may update this Content Safety Policy to address new threats, comply with legal requirements, or improve safety measures. Material changes will be communicated through:

You agree that Veo3 API acts solely as a technology platform and bears no responsibility for user-generated content.
